Humankind’s Independent Living Unit offers a range of housing-related support services, advice and guidance to help people obtain accommodation and progress towards a sustained independent lifestyle in the community.  Working as part of a wider team to provide housing support, delivering a support package to help clients to live independently and progress towards sustained housing recovery. 

Main duties and responsibilities:

  • To oversee and manage a recovery focused, 28 bed supported accommodation project and outreach support service
  • To manage the operational team in Manchester delivering services that support independent living
  • To assist in the development of Humankind services across Greater Manchester
  • To ensure that staff complete needs and risk assessments in line with ‘Supporting People’ Quality Assessment Framework requirements. 
  • To ensure that staff plan and deliver support in line with QAF, KPI and Outcome Framework requirements. 
  • To support staff to use the support planning programme effectively.
  • To ensure that staff remain at optimum case capacity.
  • To take responsibility for the day to day management of supported accommodation services in Manchester ensuring that they are delivered safely and effectively.
  • To maintain effective relationships with key stakeholders and represent Humankind at meetings and other forums as required. 
  • To produce effective performance monitoring information. 
  • Positively promote and publicise the service and maintain excellent inter-agency and partner relationships.
  • To maintain appropriate management information (MIS) systems for the monitoring and evaluation of services.
  • To attend regular stakeholder meetings with Commissioners, Housing providers, Local Authority Housing leads and other key partners and stakeholders etc.
  • To produce statistical data and written reports on service performance, e.g. Contract Monitoring Workbooks and Performance Indicator Workbooks.
  • To provide support and supervision to project staff and develop individual training and development plans. To undertake annual appraisals as required.
  • To investigate complaints in line with Humankind’s ‘Complaints Policy’ and ‘Guidance Notes’.
  • To ensure that all assessment documents and Support Plans are approved in advance.  To ensure that the ‘Assessment and Support Planning Policy and Procedure’ and ‘Risk Assessment Policy and Procedure’ and ‘Step In…Guidance Notes’ are followed in full.
  • To operate within Humankind policies and procedures, provide written and verbal reports as required and represent Humankind in appropriate arenas.
  • To implement financial and administrative control systems and operate within agreed budgets.
  • To take responsibility for Humankind’s premises
  • Overseeing the Housing management of the supported accommodation project in Manchester including provision via the community outreach service, delivering high quality support services that support independent living
  • To contribute to the corporate and strategic objectives of the organization by attendance at Independent Living Unit manager’s meetings.
  • To organise and participate in working parties, practice development groups, relevant training   sessions, management meetings and events as required by Humankind / ILU’s Area Manager.
  • To work closely with the Area Manager and Humankind’s Business Development Unit during the preparation of any tender / competitive funding bids.
  • To identify potential commissioned funding opportunities and to liaise with the Area Manager to   progress these.
  • To maintain awareness of issues that affect vulnerable people through research, journals and attending relevant national and local events. 
  • To be prepared to undertake other duties within the spirit of the post as required by the Area Manager
  • To be prepared to work out of hours as required and be part of the ‘’on call’’ system as part of the NW duty Rota, in place across all ILU Humankind Accommodation and support services

Person Specification – Essential criteria:
  • An open and non-judgemental understanding of the holistic and often complex needs of people affected by substance misuse, mental health issues and offending behaviour
  • Strong leadership skills with the ability to motivate and encourage staff, and the ability to act decisively when under pressure
  • Good communication skills, both written and verbal, including listening skills and the ability to write reports
  • Effective time management and organisational skills, able to manage competing work demands and respond flexibly to the demands of the post
  • Good computer skills and the ability to undertake and manage data collection systems
  • Ability to develop good working relationships with other agencies and strong multi agency skills
  • Ability to supervise other staff and a good understanding of supervision and appraisal procedures
  • Experience of providing housing related support to vulnerable people including perpetrators of anti-social behaviour, people with mental health issues, substance misuse issues
